PACE called “critical” situation of human rights in Chechnya

Committee of the Parliamentary Assembly of the Council of Europe published a memorandum on human rights in the North Caucasus. In the document, which recognizes the human rights situation “critical,” emphasizes that the security forces in Chechnya and Ingushetia constantly violate human rights, kidnapping people and subjecting them to torture.

Rapporteur of the Committee on Legal Affairs and Human Rights Dick Marty (Dick Marty) has not submitted a full report on the situation in the North Caucasus, as the Committee has not yet received the credentials required for its completion. If the report will be compiled and published, PACE may adopt a resolution which will contain specific recommendations to the Government of Russia and the establishment of the Council of Europe.

According to human rights Human Rights Watch (HRW) and Amnesty International (AI), notwithstanding the fact that in Chechnya in recent years has decreased the number of kidnapping cases, human rights in Chechnya and elsewhere in the North Caucasus are regularly violated. In addition, as noted by HRW, the punitive actions of Russia reminiscent of the second Chechen war, and could further destabilize the situation in the region.

According to these organizations, the North Caucasus to the presence of international observers who will monitor compliance with human rights.

According to AI, the work of defenders of human rights - ombudsmen, journalists and lawyers - in the North Caucasus hampered violence against them. As noted in the message the organization, the European Court of Human Rights found Russia guilty of failing to investigate properly and 26 examined in court cases.

Last PACE published a report on the observance of human rights in Chechnya in January 2006.
