Deputies refused to disable stolen mobiles

The State Duma refused to pass a bill requiring cellular operators to write IMEI-number of cell phones and disable stolen vehicles. Doubts about this innovation expressed by human rights activists, who fear that the bill could open the law enforcement agencies an opportunity to uncontrolled surveillance of subscribers.
