A new law of Ukraine on elections: list opened, the entrance barrier raised elections in Donbass banned

Ukraine’s parliament on Tuesday passed a new law defining the rules for elections to local self-government, which will be held in the country on October 25 this year.
EPER regional, city and district councils will be elected under the proportional system with so-called open lists, and the election of deputies of village councils - by the majority system of relative majority. The elections will not be able to take part blocks of political parties, the entrance barrier for parties increased from 3% to 5%.

In the so-called transition (additional) provisions of the law states that regular elections to local government bodies in the Crimea and Sevastopol, which in Kiev still consider Ukrainian territory, as well as in the Donetsk and Lugansk regions are not carried out “in connection with a Russian time occupation and armed aggression against Ukraine. ” The list of localities where elections will be held, will be determined by a separate regulation Rada.

Meanwhile, the ruling political party - the pro-presidential “Block Poroshenko - the” Solidarity “and the prime minister’s” Popular Front “- are in talks on joint participation in the local elections.
