The amount of data that will have to keep operators on “Law Spring”, was estimated at 157 billion GB

At the end of last week, the State Duma in the first reading passed a package of anti-terrorism laws resonant made chairman of the Duma’s security committee, Irina Spring and Chairman of the Federation Council’s defense committee Viktor Ozerov in early April. According to one of these bills, telecom operators and internet service providers for three years will be required to keep and provide public authorities with information about the calls made by the subscribers and outgoing messages and their content.

According to RBC with reference to the report of the project institute “Giprosvyaz” (a subsidiary of “Rostelecom”), the amount of data that will have to keep the operator in the event of enactment of the law, will be 157 500 000 000 GB (157.5 exabytes). This volume of 100 thousand times the amount of data about the facts of the provision of services that operators are now stored.

On Monday, May 16 expert report “Giprosvyaz” was presented at the meeting of the Interim Council of the Federation Commission for the Development of the Information Society on Monday. According to calculations by the authors of the report, if the amendments will enter into force, after three years the amount of information stored by operators reached 2.8 trillion minutes of telephone calls (1.35 exabytes) and 156 exabytes of information about Internet traffic. The remaining data will fall to subscribers and posts information about the facts themselves provide services.

The report states that such a significant amount of data requires 30.6 thousand racks in data centers (DPC) -. More than the power of any of the world’s largest data centers. At the same time at the meeting pointed out that the possible costs of operators to media “to finance foreign equipment manufacturers,” since hard drives are not produced in Russia.

Speaking at the meeting, the deputy head of the Ministry of Communications Dmitry Alhazov noted that the industry will not sustain the cost of providing the required data storage that expert working group under the government estimated at 5.2 trillion rubles (about a third of its annual budget).

“The collapse of the entire industry”

A similar position is held and the Internet Ombudsman Dmitry Marinichev. In his opinion, provide the necessary infrastructure is economically impossible, so operators and organizers of the dissemination of information on the Internet will not be able to obey the law - it will cause the license reviews and “the collapse of the entire industry.”

During the meeting, the participants put forward a number of other arguments against the adoption of the “Spring of the law.” Thus, the deputy head of Roskomnadzor Oleg Ivanov pointed out that the amendments will not work if you do not provide for the responsibility of operators for non-compliance, and therefore need additional bills. However, check the completeness of the data storage and is not removed by the operator or other information is almost impossible, said the official.

His comments on the draft presented and telecom operators. In particular, the Director of Public Relations of the legislative and executive power “MegaFon” Dmitry Petrov said that the bill contradicts the current norm, according to which the operators are not allowed to record telephone conversations without a court decision, and its adoption will cause a conflict.

Moreover, Petrov drew attention to the problem of data security. “Today the media allow you to see how easily hacked accounts in the Telegram, cloud data storage, etc. When this information will be on the server, it will be easier to obtain than a human device..”, - Said the representative of “Megaphone”.

Earlier, mobile operators estimated the potential costs in the event of adoption of the bill as proposed. For example, in “MegaFon” noted that the company will need 1.4 trillion rubles for the compliance of the proposed regulations. In turn, the representative of MTS said that the cost of infrastructure for storage in the data center connection details only for 12 hours is a minimum of 3 billion rubles.

Last week, a review on the resonant bill submitted to the Russian government. Officials generally endorsed the idea of the authors of the document, however, offered to reduce the three-year term storage, taking into account the technical possibilities of network operators and the “needs of law enforcement in detecting, preventing, suppressing, detection and investigation of terrorist crimes and other direction.” In specific terms of data storage in the recall are not called.
